Calif. are redwood, with pressure treated framing..and depending on the area, soil is usually clay..unless the OP is very close to the ocean, or in the desert. Beams, min. 4X4, 4X6's are better @ 8' oc. get bolted, and or nailed to the piers, joist's, min. 2X6's get nailed to the beams, deck boards get Screwed to the joist's.
