Yes, build a sill first, then put the subfloor framing on top of that. A sill is substantial framing, and sets on edge like the subfloor joists above it. Rico hit it on the head, the 4X8's are 9 ft off the ground and nearly 3 ft apart.....they dont need to be identical, just pretty close.
