They want to lay in the ground. Better to dig out a wallow for the dog: a hole into the side of the hill with a floor that slopes enough to shed water downhill. That puts walls in direct contact with ground rather than with air. Roof could be wood with wrinkled tin to allow air flow between. A lot of the cooling in pits is from moisture evaporation.
