Rita, Sorry to hear about your sister's problems. First, she should get the leaks repaired. Perhaps she's already done so but I'm surprised how many people instead wait to find out if another party will cover the cost. Your sister doesn't want the problems to compound while waiting. Second, I'd recommend she contact the California Atty General's office .... if they can't advise as to the California law regarding new home warranties, they should be able to direct her to the state agency that oversees/licenses builders. In Minnesota, only structural flaws are covered within 10 years. I don't think this problem would be covered under our laws but the question would be whether structural flaws caused the leak Perhaps California law would be sufficiently similar. Regards, R. M.
