Someone must have considered it "low ball" (10% below asking price) in that they did not think it worthy of countering. As I said before the appraiser's data is not the most up to date. The ratio is not really valid because Amendment 10 limits the appreciation on homesteaded property to 3% per year, therefore the value they have on the books is not as a critical factor in determining taxes as long as the amount increases by more than 3% per year, so rather than do a comprehensive appraisal on homesteaded property the appraiser may use an arbitrary amount of appreciation say 15% even if the average in the area is 25% or more. The end result is the same taxes paid regardless. Additionally, your per square foot calculation did not sound like it considered appreciation in the area.
