Florida is unique in that there is a great influx of people from other parts of the country who have sold their homes and are looking to buy here. For most the house prices are much more moderate than where they came from. They have pockets full of cash and many buy homes for cash. Those who finance the purchase often have enough cash to bring the LTV numbers work based on an appraisal below sale price. Interesting note - this was one of the points I made in my first post to this thread, sadly, rather than focus on all the factors in a balanced manner some agents postured their arguments rather than to discuss the issues.
