No specific source, but 1. The 1% base rate is based on Prop 13 which allows for an increase of up to 2% of property value. Also, the TAX RATE in an area can increase as new bonds are added or decrease as existing bonds are paid off. In Ca, it has gone up as politicians claimed poverty after prop 13, even though homes has consistently turn over once every 7 years on the average. 2.
