owner-financed rate for raw land?

Please, what is currently considered to be a fair rate of interest for an owner-financed sale of raw acreage, for a term of 10 or 15 years? I understand that houses are currently financed at a rate of roughly 5% by professional lending institutions. Is a rate of 9½% too high for very, very nice raw land sold by an owner who will "carry the contract" their own self? Of course everything is negotiable, and the owner says she will accept low or no down payment if that will help the sale.
