When can you lock down an interest rate on new construction?

I have a friend that put 10% down on a house that, at the time, was not yet under construction in a large development in Florida. The house is now at the beginning stages of construction and they expect it to be about 6 months before the house will be complete. He will finance the remaining 90% at completion when they close on the property but is wondering if there is a way to lock down an interest rate now to hedge himself against interest rate hikes in the next 6 months. Is there a way to do that at this stage? If not, when can he apply for the mortgage and, more importantly, lock down a rate?
