I think the question was mis-phrased. Obviously to be a "home builder" you have to know all about construction techniques, codes, etc... But this person I believe wants to become a housing developer. If I'm wrong I apologize. First thing is to get your land. Check with your area for subdivision laws - here where I am you can split a piece of property into 4 pieces every 8? years without having to apply for subdivision status. See, in order to simply build a house and sell it all that you typically need is a building permit and some money. Subdivisions typically need to have detailed water/septic/electric/gas placement maps, environmental impact studies, zoning approval, snow removal plans, etc. IN OTHER WORDS you may want to start with a few houses on a small piece of land, make a few bucks, learn the ins and outs of home building and selling.
