If the insulation was not ballasted, it would blow away in the wind. I have seen some pretty damn big stones on top of large commercial roofs. OTOH, I have had both built up and membrane roofs without "ballast". In fact I have one now. There is no insulation on top (its underneath) so nothing to ballast.
