Maybe what he should of said is: Nobody gets this. I can't even figure out what you are asking. Percent of what? What's a "percent cost"? So now you four people who don't get it. If you want an answer or sensible replies, I think you need to explain a little better what you are trying to figure out, beginning with explaining what a "percent cost" is, and how one would compute it, or what it means, or what it is used for, or why anyone should care.
