If they sell then there's no telling who might move in. There are a lot of worse problems neighbors can cause than leaving their garage doors open and such bunk legislated by HOAs. You have no control over them. As such, neighbors don't really affect home values like you think they might. Sure, I might not buy a house with a band next door drinking on the back patio.
