You would get shocked if the panel was not properly grounded. Proper ground I believe is a fat copper wire going from the panel to the copper water pipe feeding your house going into the earth - or similar arngm't. A nice fat copper wire is a better conductor than you are. But if the wire is not there then you would make a better ground.
