I assume you are putting this directly onto finished wood, and that it will be centered. Based on what you describe, I'd say go all out if the extra $1100 (1700-600) is something you can afford. In my circumstance I would buy whatever was functional that the houses around me had, because I go for function over style. The carpet on stairs gets worn and dirty more than the rest of the carpet so quality makes a big diff. The other area that gets worn just as fast as the stairs it seems, is the floor right in front of the steps, cause that's where everybody lands. I'd have a little rug there to take the abuse.
