Prefer to think the grounding rod need in this fashion: Electricity will take both the least resistant and shortest path to ground. If there is no grounding rod at the garage, and a mutual hot and grounding wire break and contact occurs near or at the garage, the current flow will have to go all the way back to the house grounding rod. This will give it more time for wire meltdown before the breaker opens. You also have a dual safety factor built-in with a local grounding rod. Make it easy on yourself with the install. Use a copper, 3 wire UF cable.
