Tony, I am not an engineer. I do not design welded connections. The shear being talked about has nothing to do with how to cut the plate. It has to do with the shear strength of the connection. There has been and will be a lot more attention on shear connections as more areas of the country are required to make earthquake analysis on new structures. Start up your browser/search engine. Enter "AISC shear connection" You will find many articles on designing shear connections. Typically, a structural engineer would call out the connection and an engineer/weld designer at the steel company would detail the welding symbols involved. Your other question about a pretty simple angle iron clip (5 inch long piece of 5"x5" angle iron that is 5/16inch thick) makes me worry what you are launched into.
