Nope, NO, no way . VCT (vinyl composition tile) needs to be laid on a dense, clean, blemish free surface. That surface can be wood, but preferably concrete. If there is a bump or crack in the floor, it will transfer through the tile. If there is a small chunk of debris (think like the broken off lead tip of a pencil) it will come right up through the tile. You have a great floor if it is already concrete. The floor will need to be razor scraped for clean. It may require skimming chips, dents, lows, cracks, and ridges with floor stone. If it has old cut back adhesive on it, you will need to skim the entire floor with an isolation coat. Do not skimp on this floor prep, do not skimp on the quality or price of the floor stone material. Do not use gypsum based material IMHO. Stay with acrylic modified portland based materials.
