A lot of what you call cutting corners is a matter of perception. I doubt a corner was being cut when the gravel showed on the jobsite. The slab should have 4" of gravel under it. The slab should be 4" thick. The gravel was probably unlevel or too thin and the contractor was going to build it up. If 4" of concrete is adequate and gravel is cheaper than concrete, and gravel is available, why wouldn't you do that? Also, why do you think the concrete trucks carry water? Water can be added to concrete on site if necessary. I'm not saying it can be reduced to a 8 inch slump, but adding water to concrete is not cutting corners.
