There are bigger concerns with your roof than the flashing. This is from the NY IRC code: "=A7RR905.2.2 Slope. Asphalt shingles shall only be used on roof slopes of two units vertical in 12 units horizontal (2:12) or greater." Your roof is a 1/12 and you used felt paper not Ice & Water Shield which would have given you a chance. You're worrying about the flashing when you should be worrying about the roofing itself.
