I've never seen staples that long. Anything over 2-2.5" is unnecessarily long for a staple. The weak spot in staples isn't the depth of embedment, but the crown of the staple cutting through the plywood. Staples are not as good as nails, and unless you use deck screws, regular full head common nails are still the best in shear, which is what that shear panel is for.
