If someone can prove they own a now-destroyed house in a disaster area, FEMA do something for them. I don’t know how FEMA with work in the Katrina aftermath. The last time Kansas City had declared disaster areas, FEMA distributed plenty of money. Sometimes it gave huge amounts to people who actually suffered almost no damage, and sometimes FEMA denied claims to people who lost their whole way of life.
