Architectural grade concrete cannot use beach sand or salt water. It tends to create problems for the concrete. I don't know what you're after, but you might be pleased to not use stone or sacks of concrete. I think you could make the "hard spot" you're after my mixing Portland cement with the sand you have and adding water (I think I would use the salt water) Head toward 5 parts sand to 1 part Portland. I would set up an edge form. Might just use a rototiller inside the forms and churn Portland into what's there with minimal water (not runny), strike it off with a straight edge for flat, let it set up.
