I think the inspector is thinking that your shop panel will be a sub-panel fed off a breaker in your home's main panel. In that case, around here local codes would require that the shop's panel have neutral and ground *not* connected to each other, *no* ground rods be installed at the shop, and the shop's ground be connected to the house's ground bus. That would explain the demand for four-wire cable. (For some reason, all that changes if the outbuilding houses livestock. I understand why special precautions need to be taken for livestock; I don't understand why electrical safety best-practices would be different.) |
