The steeper, the better. But even with a low pitch, no, water shouldn’t pond, and the depression should be repaired. Even a pinhole leak under a pond, is serious. But a pinhole on a pitch, may not leak enough to even be noticeable. There are several methods to repair, but basically, you fill-in the depression with roofing materials of some sort.
