The main reason that Portland cement & other types of construction cements are packed in double lined paper bags is that the lime will alway absorb humidity from the air & then start "auto-curing" of the cement in the bag. Even with newer lime resistant plastic sacking, the cement can still breathe a degree of atmospheric humidity through the polythene sack wall. Lime based cement has an effective shelf life of about 3 months maximum. But many builders merchants will not like having any pallet of sacks of cement hanging around their dry storage for 14 days or so, as sudden weather changes will start the "auto-cure" process, without warning & then the merchant has to write off the loss against his turn over figures, as it is a consumable that cannot be insured against.
