Bearing walls

UBC currently requires all load-bearing walls to have double top-plates. Was this the case in 1979? There's a space under my stairwell that I'd like to have a door into for equipment access. One side has an interior wall with a single top plate. A < 8' long jost which supports the stairwell wall ( 16' high) and perhaps the roof joists runs along the top plate. One end of the joist rests on the foundation, the other is hung off a pair of sistered joists. I think the sistered joints and foundation take the load; plus the single top plate means it's not load bearing. Wall ends have 3 studs. If they're on the end of a non-bearing partition atop blocking between joists they couldn't bear bearing. I have such a partition chopping off 1/3 off my kitchen to make a silly hallway. It runs parallel to the joists nearly halfway between them with no supportng blocking exept at the end over |
