This deck is one of eight in a multiunit building at the beach in Southern California. The smooth surface stucco has an elastomeric coating with paint. We are currently putting in all new joists and plywood sheathing and will waterproof with a decotex or Merko waterproof membrane with ceramic tile on top. The Hardie panels will not work as the ceiling must match the rest of the smooth surface building. As I understand we have 2 options: The best is to tear it down and start new with metal lath, 3 coats of stucco, paint to match the rest of the building. Second option, though less desirable is to attach fiberglass mesh to the stucco ceiling, drill fasteners with washers in rows 16"OC, apply and level with an acrylic top coat (such as primacoat??), and then paint to match the rest of the building.
