Jeff - As a couple of other posters have noted: heat loss is the reason. Cable in conduit creates more heat build up than cable in free air or cable directly buried. For your purposes and since it does not sound like an inspector is going to check, a 3/#10 cable with a 30a breaker should be fine. Many codes do not even require a derating for such small sizes. Larger feeds, of course, generate more heat and therefore derating becomes more important.
