we had the same problem a year ago in mass.. except they shipped the wrong wood cabinets, pine instead of cherry! then they offered to give us $1000 back to keep the pine... man oh man. here's how it went for us - sink is a necessity... bought a $40 cab at the depot, cut a sheet of plywood in half, doubled it to make a countertop that held the sink to the base. $15 dollar faucet. inspector walked in, saw the undercabinet-lights romex sticking out of the walls, turned bright red and left. came back a week later, romex in boxes, gave Temp occ permit. it *sucked* to have the temporary kitchen. but we were in.
