Well, a countertop should be installed 36" above FF. Add a 4" backsplash. Then a 3/4" thick sill. That is 40- 3/4" from FF. But it would be foolish to try and get everything to fit within such tolerances from frame to finish, so add a half to 3/4 inch for "reality factor" and you get 41- 1/2". That configuration looks the best. But you need to know the size of the "tails" on the window you are buying to know how far above the rough frame-sill the window sill will end up. That is why we use an 84" standard height to the bottom of the window header throughout the house. Then a 3'-5.5" standard height window fits just right in an 8'-1.5" rough frame height wall, and all the window tops line up on the exterior.
