The control of run off is, by common civil engineering practice, if not law, the responsiblility of the land owner. Check with your local building department or engineering department. This is not a fool proof route, but it is a start. You may be asked for a report or survey by a licensed civil engineer or registered land surveyor. Many years ago, we had a similar problem which was solved by a conference with our up hill neighbor. We split the cost of a wall. TB . |
