There are good reasons for this. One client had a non-approved person ask the excavator "while you're at it, how about if you used this area here and got it set up for a baseball diamond." The subcontractor did it and ended up eating the cost of the work because it wasn't in the contract, nor was it an approved change order, nor did the request come through proper channels.
