The short answer (which is not what you've gotten so far) is "yes" for basic POTS lines. The telephone interconnect standard is a worldwide standard. Your phone should be certified to the CE standard, but all but the lowest priced junk phones are thanks to the global economy. This may not be true in a hotel or office, which uses proprietary signaling behind a PBX. But the same is true within the US; most standard phones will not work behind a PBX anywhere.
