I think Dec-Feb is the best time to tour rome,florence, venice, london, paris, etc. There are very few tourists. High water is a problem in dec in venice, and few daylite hours. But what is better than an empty museum. There are very few days in any of those cities below 32F. As recommended by others fly into rome, spend half of your time there, train to venice, spend the other half there, then fly out of venice.
