They recommended evacuation with 36 hours to go, and made it mandatory with 24 hours to go. I'm not even sure why Mixi is arguing about whether they should or shouldn't have evacuated - it was mandatory for them to do so. And I don't know why he's arguing that it wasn't a Cat 5, since the levees were known to be capable of only Cat 3 and it was known that this would be at least Cat 4.
