Anyone who had read or participated in the preliminary report on the Hurricane Pam project KNEW that New Orleans was under water. Perhaps there were people who underestimated the hurricane, but if they were even remotely associated with disaster planning, they should have heard the words category 4 (and remember for some of the day before landfall she was a 5) headed for New Orleans and sprung into action.
