Most people do not get upset as long as you are taking pictures towards the beach, and you do not aim the camera at them. People will keep their eye on you, the moment they see the camera. If they feel uncomfortable, they may ask the life guard to escort you off the beach. St. Maarten would be a good choice. Baie Rouge and Cupecoy are two of my favorite beaches.
