I agree about Saba. Lovely island, but no snorkeling facilities as there are no beaches. Unless you hire a boat or book a guided boat tour. St. Maarten/St. Martin has some nice beaches, but flourishing coral? Neh. We did a lot of snorkeling at Baie Rouge (or Red Bay), in the western part of the island. No spectaculair coral, fishes only near the rocks. St. Barthelemy is lovely too. Beautiful beaches. Unfortunately no snorkeling experience overthere. Havenīt been to Anguilla.
