As far as the evacuation camps go, it looks as if they quickly dusted
off old Civil Defense plans... which isn't a bad idea considering how
many people are displaced. If you've ever been in the military, you'd
understand the camp rules, too. They're just common sense when dealing
with a lot of stressed people.
