I would say first, if the realtor isnt the broker of his office, a call placed to the broker to vent some frustration, and ask for help would be my first call. His broker (if he isnt one) doesnt want your father to be upset. Maybe he can coax the realtor in picking up the ball and assisting on the variance request. Next, was there any written disclosures about what the land was good for or not good for? I would look to the appraisal for that. Finally, did your father get a good deal on the land, and what is the land's highest and best use? Perhaps he can "trade" it to someone with a suitable lot for a modular, you never know what someone else wants, until you ask. Good luck with this.
